To approve a virement of £45,000 from
the Capital Contingency fund to provide a capital grant towards the
purchase of Tice’s Meadow by Surrey County Council so that
the land is retained for community use.
Subject to approval by their Cabinet on 26th October 2021, Surrey
County Council are proposing to purchase a piece of land called
‘Tice’s Meadow’ from Hansons at an agreed price
of £425,000 plus legal and SDLT costs which will mean a
budget of £450,000 is required in total.
Surrey County Council have approached Guildford Borough Council and
other partners in relation to the site with a request to contribute
10 to 15% of the purchase price. As the land is listed as an asset
of community value and has SANG potential, the Leader of the
Council would like to provide a 10% contribution towards the
acquisition.

The council tax base form 1 (CTB1) form for
2022-23 has been submitted to government by Officers. The form
documents the number of properties on the council tax system in
October 2021 and the change in properties since October 2020.
Following submission of the form, Officers assess the number of
properties eligible for the local council tax support scheme, the
Council’s collection allowances, collection rates, and the
number of MOD properties and calculate the taxbase per parish. This
exercise is now complete.
The overall Council tax base for the borough has been assessed as
58,335.91 . This is an increase of 2.06% from the 2021-22 taxbase
of 57,159.40. The main reason for the increase is due to an
increase in properties in the borough and an increase in the
collection rate assumptions from 97.5% to 98% to reflect an
increase in collection rates that have been incurred post COVID19
pandemic and the anticipated on-going impact on collection rates
into 2021-22.
The taxbase per parish is set out in Appendix 1.
The tax base will be reported to Executive as part of the draft
Budget report on 23rd November 2021. Parish Councils will be
advised accordingly.

The Council’s tenant of the above property has requested that
they be given licence to allow the assignment of their interest in
the above-mentioned property.
The tenant Lidl Great Britain Ltd hold an interest in part (55%) of
the lease dated 06 June 2007 made between The Guildford School of
Acting Conservatoire assigned to Big Yellow Self Storage Company
Limited. Big Yellow Self Storage Company Ltd assigned part to Lidl
Great Britain in 2019.
Lidl Great Britain Ltd proposes to assign the whole of their
interest to BC BBU Limited, in accordance with the Council’s
General Disposal Consent powers, the proposed assignment provides
the ‘best consideration reasonably obtainable’ where at
the time of assignment the remaining term exceeds seven (7)
years.
The lease requires the Assignor (Lidl GB Ltd) to enter into an
Authorised Guarantor Agreement. It has also been agreed that BC BBU
Limited are to provide a rent deposit equivalent to 12 months rent
plus sum equal to VAT (£10,890).
For information only: The assignee is proposing to obtain planning
consent to change the current planning use from A1 Non-food retail
unit to E Office Research and development and Light Industrial and
Storage. Under the lease landlords’ consent is not required
as the “Permitted User” means use for any purpose for
which planning permission is granted.
The Council cannot unreasonably withhold or delay consent for such
assignment.
