The grant of a wayleave agreement at less than best consideration to Telecom Networks Limited and an amendment to the Councils Constitution Officer Delegations to allow the granting of wayleaves and easements at less than best consideration

The Council wish to grant a wayleave, at a peppercorn, to Telecom Networks Limited for the installation of cabling and connectivity system to provide wireless broadband to Old Millmead House at no cost to the Council, so that the Council can offer a wireless broadband facility to incoming tenants, when letting office accommodation in Old Millmead House.

To avoid future reports to the Executive seeking consent to grant a wayleave at less than best consideration, the Executive should agree a change to the Council’s Constitution Officer Delegations, to allow the granting of wayleaves and easements at less than best consideration, in certain circumstances.
