Decision Maker: Interim Executive Head of Neighbourhood Housing
Decision published: 09/05/2025
Effective from: 09/05/2025
Decision:
The property was sold on 24 October 1983. At
that time
there was a garage at the property, but the transfer plan
was incorrectly drawn and part of the garage and land
upon which it sits was not included in the sale. It has
been agreed that the land can now be transferred at a
consideration of £1 to rectify the position.

The owner of 6 Burnt Common Cottages has
planning
permission for the construction of a new detached
dwelling house with three bedrooms and integral garage
bin stores cycle stores and related parking. The transfer
of the property dated 24 October 1983 contains a
covenant that the property can only be used as a single
private dwellinghouse for occupation by one family only.
This covenant together with the covenant for parking
within the curtilage of the property will need to be varied
to
allow the development to proceed, and to allow two cars

Decision Maker: Executive
Made at meeting: 07/05/2025 - Executive
Decision published: 08/05/2025
Effective from: 16/05/2025
Decision:
Decision:
1. Executive supports the proposal to establish three unitary authorities in Surrey as set out in Appendix 1 to the report submitted to the Council as the preferred option, conditional upon two key factors: the resolution of the significant unsupported debt across the county and addressing discretionary spending concerns; and
2. That the Leader of the Council will work with partners in Surrey to submit the proposal to the Ministry of Housing, Communities and Local Government by 9 May 2025.
Reason(s):
1. Government wrote to the Council on 5 February 2025 inviting all Councils in Surrey to submit an interim plan for Local Government Reorganisation by 21 March 2025 and a full proposal by 9 May 2025.
2. The proposals for Local Government Reorganisation in Surrey attached as appendices to this report should be considered and that the Council recommends, and the Executive determines, which option provides the best opportunity to achieve better outcomes and value for residents, and improve accountability and economic growth, as well as unlocking the potential powers and funding to be devolved to strategic authorities in due course.
Other options considered and rejected by the Executive:
1. Executive does not express a preference at this stage, noting that, as an authority affected by any order to be made by the Secretary of State, Guildford Borough Council will be consulted prior to the implementation of any proposal, or
2. Executive does not support either proposal and writes to the Secretary of State for Housing, Communities and Local Government to confirm this and outline the reasons for this decision.
Details of any conflict of interest declared by the Leader or lead councillors and any dispensation granted:
Councillors Angela Goodwin, Julia McShane, Carla Morson, George Potter and Fiona White were also Surrey County Councillors.
On 19 March the Monitoring Officer granted a general dispensation to all councillors to participate in and, where applicable, vote on the issue of the submission of any local government reorganisation proposal to the Secretary of State under the provisions of Chapter 1 of Part 1 of the Local Government and Public Involvement in Health Act 2007.

Decision:
The Council’s tenant D.S. Johnston
Properties Limited (previously known as Bowden & Highett
Limited) of the above property has requested that they be given a
licence to allow the assignment of their lease expiring
25/5/2070.
The proposed assignee is Rangers of Guildford Limited who already
occupy part of the site under the terms of a sublease dated 10th
May 2019.
The lease does not permit the Council to unreasonably withhold or
delay consent.

Decision:
Factual changes to the Climate Change SPD as
follows.
LPDMP Policy D14 2 (b) requires applicants to provide a
sustainability rating for building materials with reference to a
respected materials rating database. The Policy and SPD refer to
Building Research Establishment’s (BRE) Green Guide materials
rating database as the way to demonstrate policy compliance for
minor developments.
BRE have announced they are withdrawing the Green Guide to
Specification. The CC SPD is being updated to remove the
requirement for minor developments to submit information with
reference to a respected materials database because the database is
being withdrawn. LPDMP Policy D14 2 (a) which refers to the need to
source materials locally will continue to apply. This has some
impact on the embodied carbon of a material but is not affected by
the withdrawal of the Green Guide.
