To approve the renewal of the licence to Stagecoach (South) Ltd of the land known as ‘Guildford Bus Station,’ Friary Centre, Commercial Road, Guildford in line with the following terms and conditions:

Stagecoach will be responsible for:
• Acting as the principal operator and manager of the Bus Station 24/7.
• Collecting, determining, and enforcing the payment of departure charges; all revenues arising from the Condition of Use and any rents payable in respect of any advertising space within or attached to the Bus Station.
• Business rates and all other outgoings consumed or applied in connection with the use and running of the Bus Station.
• Obtaining and holding for the duration of the agreement 24/7 public liability insurance
• Fire Risk Assessment and Evacuation Strategy
• Actioning any repairs or cleaning duties which pose an immediate risk to health and safety (the Council agreeing to reimburse any reasonable costs)
• Building Insurance Premium.


Guildford Borough Council will remain responsible for:
• Continuing to clean the roadway and concourse; and emptying associated rubbish bins.
• General repairs and maintenance – limited to keeping the land in no better condition than the current state of repair due to an overriding agreement.

The agreed licence period is 12 months backdated to 18/12/2024 and expiring 17/12/2025 The licence fee will be a peppercorn.

The Bus Station forms part of the North Street Redevelopment Site. A refurbished Bus Station is to be provided as part of the redevelopment. Corporate Programmes have confirmed we are able to grant Stagecoach a 12-month licence until December 2025.

Reason(s):

It is considered that the joint Interim Local Government Reorganisation Plan, attached at Appendix 1 to this report, provides the best opportunity to achieve better outcomes for residents, save significant money and improve accountability as well as unlocking the potential powers and funding to be devolved to strategic authorities in due course.
