The Council’s tenant, Chambers Waste
Management Plc has requested that they be given a licence to allow
the change of use of 20 Westfield Road.
Chambers Waste Management Plc occupy five premises on the Slyfield
Industrial Estate. A deed of variation dated 14th March 2004
changed the user clause contained in the leases for 22 and 24
Westfield Road. Chambers now wish to amend the user in the lease
for 20 Westfield Road to align with the user clause over their
other premises.
The current use is “To use the demised premises at all times
as a depot or yard for storing and servicing light and heavy
machinery for use in connection with building and civil engineering
operations plant hire haulage and other associated uses together
with offices ancillary thereto PROVIDED THAT subject to the prior
written consent of the Council which consent shall not be
unreasonably withheld the demised premises may be used for a trade
or business within Class III or Class IV of the Town and Country
Planning (Use Classes) Order 1972 together with office
accommodation ancillary thereto but for no other purpose
whatsoever”.
The proposed use is “Not to use the demised premises
otherwise than for a waste re-cycling depot and waste transfer
station with parking loading and unloading areas and offices
ancillary thereto PROVIDED THAT subject to the prior written
consent of the Council such consent not to be unreasonably withheld
or delayed the demised premises may be used for any use which falls
within Classes E(g)(iii)B2 or B8 of the Town and Country Planning
(“Use Classes”) Order 1987 as amended”.
This proposed use more clearly defines how the Tenant has been
using the site. It is also in an updated form in line with the most
recent amendment of the Use Classes Order.

The Incuhive Group Ltd has been offering free
independent and impartial advice to new and start up businesses,
and those thinking of starting a business, in the Borough of
Guildford for two years from 1 April 2023 to 31 March 2025. The UK
Shared Prosperity Fund has been supporting this free service for
two years but the grant closed on 31 March 2025 so an alternative
funding stream is needed.
The Council plans to continue working with Incuhive for another
year to assist the Borough's small business community but this time
it will be funded by the Council's Economic Development revenue
budget for 2025/2026.
This Funding Agreement is between the Council and The Incuhive
Group Ltd for one year from 1 April 2025 to 31 March 2026 at a cost
of £4,800.00.

As we approach expiry of the Leisure
Partnership Agreement, the Council is able to procure a final
survey of the facilities to assess whether the facilities have been
maintained by the Leisure Operator in accordance with the Service
Specification and with its obligations under the agreement
generally. This exercise is essential as it will determine any
areas that the Operator has failed to fulfil its obligations under
the contract, and therefore enable the Council to notify the
Operator of the rectification/ maintenance works required and
specify when these works are to be undertaken and also set up a
rectification fund account (which the operator is required to
transfer to equivalent to the cost of the outstanding work). Due to
contractual constraints within the LPA, this survey must be
completed well in advance of the contract expiry of 31 October
2025, no less than 6 months prior. Therefore, the survey must be
completed and issued prior to the end of April 2025.
We used a framework agreement to procure these specialist works
through a ‘mini-competition’ and received one tender
return. We are satisfied that this bidder is able to meet the
requirements set out within the spec and within the timescales that
the contract requires of us and therefore would like to make the
award.
