Successful scrutiny should enhance accountability and ensure transparency of decision-making, contribute to service improvement, and act as a check and balance on decision-makers. 

 

Although Overview and Scrutiny Committees do not take decisions, they have a role in policy development as well as holding the Executive to account.

If an item within the remit of the Overview and Scrutiny Committee – Services has substantial revenue or capital funding implications then the Overview and Scrutiny Committee – Resources may, with the agreement of the Chairperson and Vice-Chairperson of the Overview and Scrutiny Committee – Services, assume responsibility for its scrutiny.
