Local Code of Conduct - Disclosable Pecuniary Interests In accordance with the local Code of Conduct, a councillor is required to disclose at the meeting any disclosable pecuniary interest (DPI) that they may have in respect of any matter for consideration on this agenda. Any councillor with a DPI must not participate in any discussion or vote regarding that matter and that they must also withdraw from the meeting immediately before consideration of the matter.

Minutes: DETAILS OF DECISION TAKEN AND REASONS THEREFORE:
Having been advised that all relevant parties had reached an agreement in respect of the licence conditions, the Sub-Committee agreed to make their decision without the proposed hearing, which was therefore dispensed with. The Sub-Committee indicated its agreement to accept those conditions, which are set out below, and grant the variation of premises licence application number GUPLA0574 relating to the Guildford Charcoal Grill, 15 Park Street, Guildford.
The Sub-Committee RESOLVED that the position for the operating and opening hours of the shop be agreed as follows:
· The hours for the shop to trade from Monday to Saturday are for the last customers to be served by 03:00 hours and for the shop to close by 03:15 hours. On Sundays, the last customers are to be served by 00:45 hours and the shop is to close by 01:00 hours. · No customers are to consume food within the shop from 02:45 hours onwards. · Door staff are requested to encourage customers to leave the area after being served. · All other conditions imposed are to remain as per the application.
This translates into the amended conditions 6 and 7 below and the additional conditions:
6. At least one Security Industry Authority (SIA) accredited door staff shall be employed at the premises from 21:30 hours until midnight and at least two SIA accredited door staff shall be employed from midnight until the premises closes to the public. 7. No new customers shall be admitted to the premises after 03:00 hours from Monday to Saturday and all customers should leave by 03:15 hours. For Sundays, no new customers shall be admitted to the premises after 00:45 hours and all customers must leave by 01:00 hours.
Additional conditions:
· No customers are to consume food within the shop from 02:45 hours. · Door staff shall proactively encourage customers to leave the area after being served.
Reason for Decision: The Sub-Committee was satisfied that all relevant parties had confirmed their agreement to the amended and additional conditions attached to the licence application, which addressed objectors’ concerns, and agreed to accept the conditions and grant the licence.
