Decision details

Delegated authority to factually update the Climate Change, Sustainable Design, Construction, and Energy Supplementary Planning Document (SPD) 2024.

Decision Maker: Joint Assistant Director: Planning Development

Decision status: Recommendations Approved

Is Key decision?: No

Is subject to call in?: No

Decision:

Factual changes to the Climate Change SPD as follows.
LPDMP Policy D14 2 (b) requires applicants to provide a sustainability rating for building materials with reference to a respected materials rating database. The Policy and SPD refer to Building Research Establishment’s (BRE) Green Guide materials rating database as the way to demonstrate policy compliance for minor developments.
BRE have announced they are withdrawing the Green Guide to Specification. The CC SPD is being updated to remove the requirement for minor developments to submit information with reference to a respected materials database because the database is being withdrawn. LPDMP Policy D14 2 (a) which refers to the need to source materials locally will continue to apply. This has some impact on the embodied carbon of a material but is not affected by the withdrawal of the Green Guide.

Reasons for the decision:

The factual changes are necessary to keep the Climate Change SPD up to date, in turn providing clarity for case officers and those submitting planning applications.

Alternative options considered:

None.

Source of Authority to take Decision:

Paragraph 3.4.25 of the Scheme of Delegation to Officers. Part 3 of the Council’s Constitution.

3.4.25 To make factual changes necessary to ensure that all Supplementary Planning Documents remain up to date.
