Decision:

GBC utilised the Pagabo Framework Lot 4 for Site Supervisor/Clerk of Works to procure a suitable NEC Supervisor to act for GBC on the Off-site Highways NEC Contract initially, with the Council being able to utilise Ross Quality for the next four years for NEC Supervisor services. The top ranked consultant was selected as appropriate and fulfilling the criteria for the project. The project and procurement team met with the consultant to discuss the project and the capability of the consultant.

Ross Quality provided a fee proposal which was vetted by the project team, and a best and final offer submitted. This has been deemed to provide an adequate level of resource to cover the several junctions over a staggered programme for a duration of approximately two years. A contingency is to be applied on top of the proposed fee to account for any variations through the life of the project.

The Council: Delegates to the Strategic Director of Place, in consultation with the Lead Councillor for Regeneration and Lead Councillor for Finance and Property, authority to enter into such other contracts and legal agreements connected with the Weyside Urban Village project as may be appropriate in compliance with Procurement Procedure Rules and within the approved budget.
