Contract award for Madlins to provide Professional Contract Management Services to assist in the delivery of GBC's Fire Door replacement programme

Reasons for the decision:

The proposed appointment of Madlins has been in full sight of GBC procurement team and is supported by both Keith Erridge and Annie Righton. It is needed because the existing remaining team structure lacks the resources to effectively manage the Shellens door replacement contract and the works that the council is committed to deliver. This appointment will add a level of professionalism needed to ensure appropriate project and cost control measures are applied within the context of the contract, ultimately ensuring the contract and contractor deliver the required works to the required standards and VFM

Alternative options considered:

Alternative cost comparison was considered through the commissioning of temporary agency staff to provide suitable staffing levels to undertake the project in house. Market costs for these service for 5 month period equates to significantly more than the offer received from Madlins, who have committed senior level engagement at a fixed rate, rather than an hourly rate to provide cost certainty for the council.

Considerations was also given to the reputational risks around the provision of the contract if not completed in a timely manner.
