To proceed with the making of all the proposals with the exception of those relating to Kingston Meadows car park, East Horsley.
In that specific case, rather than making the order as advertised, revoke the existing order in its entirety, thereby further reducing the level of restriction.

To make improvements in the way various car parks are managed and to tidy up the traffic regulation order (TRO) for those car parks that have been closed.

The vast majority of the proposed amendments are being implemented as advertised.
In the case of Kingston Meadows car park, East Horsley:
1) the existing TRO could remain, but then it would need to be enforced (previous enforcement on these terms was not welcomed by various key stakeholders)
2) the proposed amendment could be introduced, but this would require removal of the advisory signage, which would conflict with the proposals to remove the limited waiting and no return provisions.
3) the revocation of the TRO will allow the advisory signage to remain, but if inconsiderate parking was subsequently to take place, consideration could be given to the reintroduction of a TRO.

Delegation
To make all decisions, take all actions and
exercise all powers in respect of the Council’s
car parks and on street parking functions in
accordance with any one or number of the
following legislation and/or any adopted
policy(ies) of the Council and/or any other
subsequent new or replacing legislation
relating to the Council’s parking functions:
i. Highways Act 1980
ii. Road Traffic Regulation Act 1984
iii. Road Traffic Regulation Act 1991
iv. Traffic Management Act 2004
