WUV Off-site Highways NEC Supervisor Call-Off Contract

Decision Maker: Joint Strategic Director Finance (S151)

Decision status: Recommendations Approved

Is Key decision?: Yes

Is subject to call in?: Yes

Decision:

Contract between GBC and Ross Quality, to allow Ross Quality to provide NEC Supervisor services for the WUV Programme.

Reasons for the decision:

GBC utilised the Pagabo Framework Lot 4 for Site Supervisor/Clerk of Works to procure a suitable NEC Supervisor to act for GBC on the Off-site Highways NEC Contract initially, with the Council being able to utilise Ross Quality for the next four years for NEC Supervisor services. The top ranked consultant was selected as appropriate and fulfilling the criteria for the project. The project and procurement team met with the consultant to discuss the project and the capability of the consultant.

Ross Quality provided a fee proposal which was vetted by the project team, and a best and final offer submitted for £232,017.14. This has been deemed to provide an adequate level of resource to cover the several junctions over a staggered programme for a duration of approximately two years. A contingency is to be applied on top of the proposed fee to account for any variations through the life of the project.

The contract is being set up for GBC to be able to use NEC Supervisor services across the council (including Weyside Urban Village), and is for a value of up to £2m. This authority is only for the WUV Off-site Highways contract sums. The following value is being sought for approval.

• Off-site Highways = £260k (incl. contingency)
