Procurement of licences for geographic information system

Decision Maker: Lead Specialist for ICT

Is Key decision?: No

Decision:

Procurement of Astun iShare in the Cloud (iSiC) Enterprise (a geographic information system) licences to enable the Council to continue to use mapping services.

Reasons for the decision:

The Council's existing geographic information system licence agreement expires on 31st March 2024. The Council continues to use mapping for both internal and public-facing services.

A licensing arrangement to enable continued use is therefore considered necessary at this time.

Alternative options considered:

Migration to an alternative platform would take a further significant investment. Use of the G-Cloud framework enables the Council to secure licensing at the same cost as the previous arrangement which was identified as value-for-money for the services provided. Alternative solutions have therefore been rejected at this time as the implementation cost and impact means the existing solution is better value-for-money at this time.

Source of Authority to take Decision:

Council Constitution dated 31st January 2024, Part 3, Page 3-40, paragraph 2(c):

(c) entering into contracts (in consultation with the relevant Lead Councillor where the value is above £200,000), memoranda of understanding or other arrangements
