UK Shared Prosperity Fund (UKSPF) grant spend of £50K to Surrey County Council (SCC) to deliver the Rural England Prosperity Fund (REPF) for Guildford Borough Council

Decision Maker: Joint Strategic Director - Place

Decision status: Recommendations Approved

Is Key decision?: No

Is subject to call in?: No

Decision:

In order to support the REPF capital grant programme for 2023-2025, the Council is entering into a Funding Agreement with SCC to enable the SCC Greener Futures Team to deliver the REPF for the Council. The cost is £50,000 of revenue funding from the UKSPF allocation over two years. £10,500 in 2023/24 and £39,500 in 2024/2025.
The REPF is part of the Government’s Levelling Up Initiative, via Defra.
The UKSPF is part of the Government's Levelling Up Initiative via the Dept. for Levelling Up, Housing and Communities.

Reasons for the decision:

The REPF totals £400K over two years for our rural business community but the Council does not have the capacity to promote and deliver the REPF. The decision to appoint SCC to promote and deliver the grant for the Council, and also for Waverley Borough Council and Tandridge District Council, means that our rural community will benefit.

Alternative options considered:

None.

Source of Authority to take Decision:

Delegated to the Strategic Director of Place, in consultation with the Leader, authority to enter into such other contracts and legal agreements connected with the UKSPF and REPF as may be necessary in compliance with Procurement Procedure Rules and within allocated grant funding budget.
