Decision:

To extend the contract for agency staff in the Compliance Team dealing with Private Sector Housing Enforcement, to backfill resources whilst the team continues to support the work for the Homes for Ukraine scheme. The Homes for Ukraine (H4U) budget is being used for this ECF (below) - ECF reference is EC100859. budget owner is Samantha Hutchinson. This has been approved as part of ECF process. ECF:

Reasons for the decision:

Private sector housing (PSH) have been delivering the homes for Ukraine scheme for the council. Now that this work has taken officers away from their normal work in Private Sector Housing. - there is a need to continue to backfill the Private Sector Housing team to be able to deal with multiple areas that have not been fully completed since taking on homes for Ukraine on behalf of the council.

Alternative options considered:

There are no alterative measures to implement both the homes for Ukraine scheme and Private Sector Housing business as usual deliverables for residents of GBC if this agency backfill is not hired for 12 months. There are 200-300 HMO applications in 2024 and lots of other Private Sector Housing enforcement work that means this resource is essential.
